4 Site Security has a background in security services stretching back 10 years. Our clients include blue chip companies, Leeds City Council and numerous corporate and industrial companies. Having been asked to provide car parking enforcement and ticketing by a number of clients, we now offer this service free of charge.
Parking Charge Notices (PCN’s) are a good alternative to clamping which has now been made illegal and was always seen as unethical. Suitable sites include hospitals, office car parks, residential apartments and private car parks. Clearly visible warning signs are erected, as a deterrent to unauthorised parking. In the event of unauthorised parking a digital photograph is taken as proof of the offence and a PCN is attached to the vehicle, clearly explaining why the PCN has been issued and how to pay.
Car Park Patrol Service
Our Ticketing Officer’s will patrol your car park at random or at specific times when unauthorised parking is taking place. As parking management is a contentious issue, all our officer’s have been trained to handle confrontation with tact and diplomacy.
Depending on the type of car park and the nature of the offences being committed, parking discs or permits may have to be issued to authorised parties, or alternatively you may provide us with a list of authorised vehicles.
Typical offences that you maybe encountering are :- parking in disabled bays, on double yellow lines or hatchings, abuse of time restrictions on visitor bays or simply unauthorised use of your car park by members of the public.

As the only recognised authority within the parking industry, the BPA represents and promotes best practice in the parking management industry throughout the UK.
The Approved Operator Scheme was launched by the BPA in October 2007 to improve and maintain standards. The AOS was designed specifically to improve and support unregulated parking enforcement on private land.
DVLA
From 1st October 2007, unregulated companies and organisations who request vehicle information from the DVLA must be members of the BPA.
Contractual Law
By parking and thus ignoring parking enforcement warning signs, the offending motorist has entered into a contractual agreement to pay a parking charge. Despite internet forums suggesting that parking fines are irrecoverable, our experience and case law suggests otherwise.
